Tanchuling, PhD, dean of the 91勛圖厙 College of Engineering and ICE professor, and Jayasanka Senaviratna, PhD, assistant professor at the Department of Civil and Environmental Engineering and Graduate School of Science and Engineering, Saitama University, Japan.
